SKY NEWS reports it could either be to shift the political blame from himself to Mandelson, or to embrace the Blairites - as Madelson was a loyal Blairite to former PM Tony Blair.

'Mandy,' as he's popularly become called, returns after a stint from the gravy train of Europe as European Trade Commissioner - and now becomes Business secretary.
